Proposition NN – Keep and Spend Money for Education and Other Purposes

Colorado’s constitutional TABOR provisions require the government to refund taxpayers any money collected above the TABOR limit. Many communities have “debruced” – removing the TABOR limit to let the local community keep excess revenue collected. Prop NN would not debruce entirely, but every year would increase the TABOR limit on K-12 education by 2%.

Current law requires that any revenue above the TABOR limit kept by the state first go to reimburse local governments for lost tax revenue from property tax exemptions for seniors, veterans with a disability, and Gold Star surviving spouses. Remaining money would go to a new Children’s Account, which would first distribute funds to school districts and charter schools, with remaining funds for the first ten years going to other children’s program and then in subsequent years going to purposes determined by the state legislature.

Recommendation: Yes

This site has long favored debrucing. If both Amendment 87 and Prop NN pass, K-12 education will get a big funding boost.

A prime sponsor of the bill to refer Prop NN to the voters was Jeff Bridges who is running for state treasurer.

Proposition NN (STATUTORY)

Shall state investment in K-12 public education increase two percent each year for the next ten years, with investments used to increase teacher pay, improve teacher retention, lower class sizes, and increase access to career and technical courses, without raising taxes but instead funded by raising the annual limit on state fiscal year spending only by the amount spent on public K-12 education as a voter-approved revenue change, and requiring an annual publicly released, independent audit to show how the new investments are spent?
